8. RATIFICATION OF REASSIGNMENT OF STUDENTS TO SCHOOLS
Description

Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Reassignment Appeal Board, in accordance with policies of the School Board.  They are presented for formal ratification.

GENERAL ITEMS

9. APPROVAL OF SUPPLEMENTAL PLANT SURVEY
Description

In 2005 the Florida Department of Education approved the district's 2005-10 Five-Year School Plant Survey. Florida Statute 1010.31(1)(a) mandates that supplemental surveys be submitted when a school district seeks to remodel existing buildings or to construct new buildings not included in the Five-Year Survey. This survey amendment allows for updates to the survey recommendations for Fruitville Elementary School, Booker Middle, Brookside Middle, Heron Creek Middle, McIntosh Middle, Sarasota Middle, Venice Middle, North Port High School, Sarasota High School, the Adult and Community Education Facility, Cyesis, and Triad.  Upon approval by the Board, the submittal will be accomplished on-line through the state's EFIS network.



Recommendation

That the School Board of Sarasota County approve the submittal of the Supplemental Plant Surveys.



10. AUTHORIZATION TO FILE AMICUS BRIEF
Description
The West Villages case raises some of the same issues raised by the School Board in its litigation with the City of North Port involving the City's imposition of non-ad valorem assessments against governmentally owned property.  The Second District Court of Appeal has ruled in favor of West Villages and has certified a question of great public importance to the Florida Supreme Court.  Counsel believes the School Board should seek leave to file an amicus brief with the Supreme Court to protect the School Board's interests as a decision by the Florida Supreme Court in the West Villages case will directly affect the School Board's case against the City of North Port.  A copy of the Second District's decision is attached.

Recommendation
That the School Board authorize counsel to seek permission to file an amicus curiae brief in the Florida Supreme Court in the case of West Villages Improvement District v. North Port Road and Drainage District, Case No. 2D09-2221.

11. SCTI FEE STRUCTURE FOR 2010-11
Description

Attached are the SCTI Fee Schedules for 2010-11 for high school and postsecondary students as well as the Fee Master Matriz for 2010-11, and a request for School Board approval.

AGREEMENTS/CONTRACTS

12. APPROVAL OF CONTRACT FOR EDUCATIONAL SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND CHILDREN FIRST, INC.
Description
This is a continuation of a long-standing agreement between Children First, Inc., and the school district for students ages 3-5. Children First has a long history of quality with the Pre-K population. Funding is FTE generation.

Recommendation
That the contract for educational services between the School Board of Sarasota County, Florida, and Children First Inc., in the amount of $108,713, be approved as presented.

13. APPROVAL OF CONTRACT FOR EDUCATIONAL SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND CHILDREN'S HAVEN AND ADULT COMMUNITY SERVICES, INC., D/B/A SELBY PRESCHOOL
Description
This is a continuation of a long-standing agreement between Children's Haven and Adult Community Services, Inc., D/B/A Selby Preschool and the school district for ESE students ages 3-5. Children's Haven has a long history and quality intervention with the Pre-K population. Funding is via FTE generation.

Recommendation
That the contract for educational services between the School Board of Sarasota County Florida, and Children's Haven and Adult Community Services, Inc., D/B.A Selby Preschool in the amount of $49,384, be approved as presented.

14. APPROVAL OF CONTRACT FOR EDUCATIONAL SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND THE FLORIDA CENTER FOR CHILD AND FAMILY DEVELOPMENT, INC.
Description

This is a continuation of a long-standing agreement between the Florida Center for Child and Family Development Ind., and the school district for ESE students ages 3-5. The Florida Center for Child and Family Development has a long history of quality intervention with the Pre-K population. Funding is via FTE generation.

 



Recommendation
That the contract for education services between the School Board of Sarasota County, Florida, and the Florida Center for Child and Family Development, Inc., in the amount of $280,002, be approved as presented.

15. CONTRACT FOR EDUCATIONAL SERVICES FOR PRE-K STUDENTS WITH DISABILITIES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND PINES OF SARASOTA, INC.
Description
The Sarasota School District submitted an improvement plan to FLDOE relating to educating Pre-K students with disabilities in the least restrictive environment. A part of that plan relates to providing more opportunities for disabled students to be served in settings with their non-disabled peers. This contract represents a collaborate effort between the school district and Pines to serve Pre-K disabled students in the Pines' preschool program. Funding is via FTE generation.

Recommendation
That the contract for educational services for Pre-K students with disabilities between the School Board of Sarasota County, Florida, and Pines of Sarasota, in an amount not to exceed $32,963.

16. AGREEMENT FOR EDUCATIONAL SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND PINNACLE ACADEMY, INC.
Description
Pinnacle Academy is a private school focusing on students with very specialized needs in the areas of autism and pervasive developmentally delayed.  This agreement will provide a percentage of FTE funding to support the educational program for selected students in need of these very specialized services.

Recommendation
That the agreement for educational services between the School Board of Sarasota County, Florida, and Pinnacle Academy, Inc., in an amount not to exceed $181,923, be approved as presented.

17. AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND INSTRIDE THERAPY FOR HIPPOTHERAPY SERVICES FOR SCHOOL YEAR 2010-11
Description
This is a continuation of a long-standing agreement for the provision of hippotherapy services for severely disabled students.  Funds to support this agreement are in the Pupil Support Services budget.

Recommendation
That the agreement between the School Board of Sarasota County, Florida, and InstrideTherapy, Inc. for hippotherapy services in the amount of $12,000, be approved as presented.

18. AGREEMENT FOR THERAPY SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND INVO HEALTHCARE ASSOCIATES, INC.
Description
The school district has contracted for occupational therapy, physical therapy and speech therapy services since there is a shortage of staff available for direct hire. Funding is via FTE generation.

Recommendation

That the agreement for therapy services between the School Board of Sarasota County and Invo Healthcare Associates, Inc. in the amount of $75,000, be approved as presented.

19. STATEMENT OF INTENT TO ESTABLISH A CONSORTIUM AGREEMENT FOR ADULT AND VOCATIONAL/TECHNICAL DISTANCE EDUCATION
Description

This statement of intent is intended to support the establishment or educational consortium with other school districts for the purpose of developing and supporting Adult and Technical Distance Learning programs.



Recommendation
That the Board approve the Statement of Intent to Establish a Consortium Agreement for Adult and Vocational/Technical Distance Learning for signature.

20. AFFILIATION AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY FLORIDA, AND MACY'S FLORIDA INC.
Description

The School Board offers to enrolled students an OJT program and Macy's Florida Inc. manages retail stores.  The school desires to provide to its students a learning experience through the application of knowledge and skills in retail operations in actual situations in a retail facility.



Recommendation

That the Affiliation Agreement between the School Board of Sarasota County, Florida, and Macy's Florida Inc. be approved.

21. AGREEMENT BETWEEN BIG BROTHERS BIG SISTERS OF THE SUNCOAST, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY
Description
This agreement between Big Brothers Big Sisters of the Suncoast, Inc. and the School Board of Sarasota County is to define the shared responsibilities regarding school based mentoring services provided to at-risk youths by the Mentor Managers (job description attached), who will provide specific services to students enrolled in the Performance Based Diploma Program in Sarasota County High Schools.


Recommendation
That the agreement between Big Brothers Big Sisters of the Suncoast, Inc. and the School Board of Sarasota County to provide mentor management services be approved as presented.

22. APPROVAL OF AGREEMENT BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND BIG BROTHERS BIG SISTERS OF THE SUNCOAST
Description
The purpose of this agreement is to delineate the relationship and responsibilities shared by the School Board of Sarasota County and the Big Brothers Big Sisters of the Suncoast (BBBS) for the services of a Drop Out Prevention Manager at the 5 district high schools.


Recommendation
That the agreement between Big Brothers Big Sisters and the School Board of Sarasota County be approved as presented.

23. AGREEMENT BETWEEN SARASOTA FAMILY YOUNG MEN'S CHRISTIAN ASSOCIATION, INC (YMCA - TRIAD PROGRAM) AND THE SCHOOL BOARD OF SARASOTA COUNTY
Description

This agreement outlines the relationship and responsibilities shared by the SBSC and the YMCA - TRIAD program which provides alternative programs of education, training, and related services for students grades 6-12 assigned to the Alternative School program at  YMCA-TRIAD.



Recommendation

That the School Board of Sarasota County approve the agreement for the Sarasota Family YMCA to provide alternative programs at TRIAD.

24. AGREEMENT BETWEEN AMI KIDS SARASOTA COUNTY AND THE SCHOOL BOARD OF SARASOTA COUNTY
Description
This agreement outlines the relationship and responsibilities shared by the SBSC and AMI Kids Sarasota who provides alternative programs of education, training, and related services for students assigned to the Alternative School program by the district and the Department of Juvenile Justice.


Recommendation
That the School Board of Sarasota County approve the agreement for  AMI Kids Sarasota County to provide alternative programs.

25. APPROVAL OF CONTRACTED SERVICES BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND FRANCES SOSADEETER FOR SY 09-10
Description

This independent contractor will serve in three capacities: 1) to identify, recruit, and serve all migrant children and youth, also to maintain all relevant migrant data. 2) as the ESOL Parent Outreach Facilitator. 3) Translation and Interpretation services for both Haitian/Creole and Spanish as needed. Total of combined contracts are not to exceed $50,000.00 for the year.



Recommendation
That the School Board of Sarasota County approve the contract for services with Frances Sosadeeter as presented.


26. AGREEMENT BETWEEN THE COMMUNITY YOUTH DEVELOPMENT OF SARASOTA COUNTY AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA
Description

This agreement between the Community Youth Development of Sarasota County and the School Board of Sarasota County, Florida, provides training and opportunities for Sarasota County high school students to develop leadership skills.



Recommendation
That the agreement between the Community Youth Development of Sarasota County and the School Board of Sarasota County, Florida, be approved as presented.

27. APPROVAL OF AGREEMENT FOR SCHOOL RESOURCE OFFICER PROGRAM BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY AND NORTH PORT POLICE DEPARTMENT
Description
This is an agreement between the School Board of Sarasota County, Florida, and the City of North Port for the School Resource Program in South Sarasota County.

Recommendation
That the agreement for the School Resource Officer Program between the School Board of Sarasota County, Florida, and the City of North Port for $221,749.30, be approved as presented.

28. APPROVAL OF AGREEMENT FOR SCHOOL RESOURCE DEPUTY PROGRAM BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND THE SARASOTA COUNTY SHERIFF'S OFFICE
Description

This is an agreement between the School Board of Sarasota County, Florida, and the Sarasota County Sheriff's office for the School Resource Deputy Program in Sarasota County.



Recommendation
That the agreement for the School Resource Deputy Program between the School Board of Sarasota County, Florida, and the Sarasota County Sheriff's office for $842,032.50, be approved as presented.

GRANTS

29. APPROVAL OF THE ADULT GENERAL EDUCATION GRANT PROPOSAL TO THE ADULT EDUCATION AND FAMILY LITERACY ACT FOR SCTI
Description
DISCRETIONARY CONTINUATION:   Grant funds of $342,328.00 will allow SCTI to provide a variety of educational programs, counseling, testing services, and follow-up for adult learners.

Recommendation
That the School Board of Sarasota County approve the Adult General Education Grant proposal.

30. APPROVAL OF THE SCHOOL LUNCH EQUIPMENT GRANT PROPOSAL TO THE FLORIDA DEPARTMENT OF EDUCATION FOR FOOD AND NUTRITION SERVICES
Description
CONTINUATION:  Grant funds of $31,389 will allow the Food and Nutrition Services Department to purchase improved equipment such as a tilting skillet for Gocio and Oak Park, a food processor for Oak Park, and a double-door refrigerator for both Emma E Booker and Cranberry Elementary to provide quality food service.

31. APPROVAL OF THE IDEA PART B GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION FOR ALL SARASOTA COUNTY SCHOOLS

ENTITLEMENT:  Grant funds of $10,880,000 will provide special education and related services to students with disabilities.

32. APPROVAL OF THE TITLE I PART A GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION
Description

ENTITLEMENT:  Grant funds of $7,548,767 will be used to provide supplemental resources to participating schools for the purpose of meeting academic needs of students in the areas of reading, mathematics, writing, and science.



Recommendation
That the School Board of Sarasota County approve the TITLE 1 PART A Grant proposal for Alta Vista, Brentwood, Emma E. Booker, Gocio, Glenallen, Toledo Blade, Tuttle, Wilkinson, Booker Middle, Cranberry, Atwater, Lamarque, Phoenix Academy and Sarasota School of Innovative Studies.

33. APPROVAL OF THE 21ST CENTURY COMMUNITY LEARNING CENTER-NORTH GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION
Description
CONTINUATION:  Grant funds of $700,000.00 provides funding for after school and summer remediation and enrichment programs for students and their families in Title I eligible schools in north Sarasota County.  The school district, in partnership with several community based organizations, will provide mentoring and tutoring in mathematics, reading, and writing as well as provide enrichment activities in science, visual and performing arts, technology, and recreation.

That the School Board of Sarasota County approves the 21st Century Community Learning Center-North Grant proposal.

34. APPROVAL OF THE TITLE 1 SES/CWT GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION
Description
ENTITLEMENT:  Grant funds of $1,342,192.00 will be used for supplemental educational services (SES) and choice with transportation (CWT) to eligible students at eligible schools.

45. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED
Description
The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable. Property still on hand after reallocation will be salvaged for any useful parts and then sold at auction.

Recommendation

46. APPROVAL TO LEASE XEROX PRINT SHOP EQUIPMENT
Description
The Materials Management Department/Print Shop requests permission to lease replacement Xerox equipment for a period of 60 months. The cost neutral upgrade of equipment will replace an existing color copier and a black and white multi-function device. The equipment is contained on the Marion County School Board bid.

Recommendation
That the 60 month lease of Xerox equipment, in the total amount of $209,335.59, be approved for purchase.

47. APPROVAL OF THE DELETION FOR DEMOLITION OF SPECIFIED PORTABLES AT VARIOUS CAMPUSES
Description
The Long Range Planning office has determined that these relocatable classrooms are no longer needed by the District. The specified portables recommended for deletion have been inspected by Construction Services and Facilities Services staff and are deemed to no longer be economical to maintain or renovate. These portables are currently being utilized for various purposes as cited on the enclosure. Funds for demolition are available in the capital projects account.

Description
The scope shall be to provide consulting services for the commissioning of building systems for the Booker High School - Rebuild project. On 5/21/2010, the Professional Services Selection Committee (PSSC) met to select a certified and qualified firm for these services. The PSSC has ranked them in accordance with School Board Policy #7.71. The preliminary construction budget for this project is $45,000,000.00. Funds for these services are available through the project account.

Recommendation
That the ranking of certified and qualified firms for Consulting Services for Commissioning of Building Systems for the Booker High School - Rebuild project be approved as presented and the Executive Director of Construction Services be authorized to attempt negotiations with the top-ranked firm.

FINANCE

52. APPROVAL OF THE SUPERINTENDENT'S FINANCIAL STATEMENTS FOR THE PERIOD ENDING APRIL 30, 2010
Description
The Superintendent's Financial Statements for the month ending April 30, 2010, do not reflect any unexpected trends for the 2009-10 fiscal year.  The General Fund currently shows a fund balance of approximately $119.3 million.  However, a budgeted deficit spending in the General Fund in the last two months of the fiscal year will decrease this balance due to State revenue shortfalls and reduced property tax revenues.  The Food Service Fund revenues overall increased over 6% due to the increase in the number of children eligible for free and reduced meals.  The money the District receives through the Free and Reduced Meals Program has increased approximately 26%, but revenues received from students paying full price or purchasing al a carte meals has decreased over 10%.  Expenditures have increased approximately 3% from the prior year.  The District made an arrangement with the Tax Collector in December for their office to invest some of the District tax revenue money since they are receiving a better interest rate than the District. This is the cause of the large Due from Other Agencies amount in both the General and Capital Projects Funds.

This agreement delineates the relationship and responsibilities shared between JFCS and SBSC regarding services provided to students at Booker Middle School & Phoenix Academy in the Challenge to Change/Safe Alternative to Out of School Suspension Program which provides school supportive services to at risk students such as individual, family, and group therapy, academic tutoring, and parent training.

59. APPROVAL OF THE CHARTER BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND ISLAND VILLAGE MONTESSORI, INC.
Description

The Charters for Island Village Montessori School, Inc. (dba Island Village Montessori North and Island Village Montessori Middle School) expire on June 30, 2010.  The Charter for Island Village Montessori School, Inc. expires on June 30, 2011.  The Board of Island Village Montessori School, Inc. has applied to renew their Charter incorporating all of the organization into one K-8 school.

The school has completed a self-study and addressed the Board in workshop related to an extension of this charter.  A new Charter has been negotiated with the school and is ready for Board consideration and approval.      



Recommendation
That the Charter between the School Board of Sarasota County, Florida, and Island Village Montessori, Inc. be approved as presented.
